Mesurado Cooperative logo

We support and evaluate change in complex systems.

We work alongside funders, NGOs, and implementing organizations to build strategy, strengthen learning, and put evidence at the center of how decisions get made.

Who we are

We are a small cooperative of senior advisors with decades of experience in global health and development philanthropy.

We bring together expertise in MERL, strategy, organizational development, and systems thinking to support partners navigating some of the most complex challenges in global health.

Julia Lowe

Julia Lowe

Co-founder & Principal Consultant

Bio

Julia brings strategy and research chops to organizations working at the intersection of global health and social change. She spent five years at the Bill & Melinda Gates Foundation, where she managed an $85M grants portfolio focused on behavior change and information access — everything from self-help groups to innovative communications models. Before that, she worked with the Clinton Health Access Initiative in Liberia and Jamaica, and with a University of Washington/Microsoft Research team exploring how low-cost technologies shift behavior.

Julia studied Microbiology and International Studies at UW and has taken executive coursework at Cambridge Business School. In 2012, the Tallberg Foundation named her an Emerging Global Leader — an experience that deepened her thinking in design and systems.

Fiona Walsh

Fiona Walsh

Co-founder & Principal Consultant

Bio

Fiona designs and evaluates the strategies, programs, and partnerships that move the needle in global health and development — and she's been doing it for nearly 20 years. Her work spans strategic and operational planning, monitoring and evaluation, and learning, with a track record that includes serving as Executive Managing Director at Last Mile Health, where she led the organization through a pivotal shift from rapid to strategic growth.

Before that, she worked with the Clinton Health Access Initiative's Applied Analytics Team, helping ministries of health across a dozen countries untangle bottlenecks and build the evidence base for national policy. She started her career at Doctors Without Borders USA, running a $60M direct marketing program. Fiona holds dual Masters degrees in Public Health (Epidemiology) and International Affairs from Columbia University.

Sharon Rivera (Bergquist)

Sharon Rivera (Bergquist)

Principal Consultant

Bio

Sharon Rivera (Bergquist) has spent her career doing one of the hardest things in global health: getting life-saving innovations across the finish line in low-resource settings. As Principal of Rivera Health LLC, she advises MedTech, philanthropic, and non-profit organizations on the strategy and execution it takes to bring those innovations to market.

Previously, Sharon was Vice President of Strategy and Strategic Partnerships at Global Health Labs (funded by the private office of Bill Gates), where she built out the organization's innovation pipeline — accelerating novel TB diagnostics, AI-guided ultrasound, and neonatal care devices, with three products slated for launch in 2026/27. Before that, she held roles at Gates Ventures and the Bill & Melinda Gates Foundation, managing multi-million dollar portfolios across maternal and child health, vaccines, COVID at-home testing, and Alzheimer's research, and advising both Mr. and Mrs. Gates directly on strategy.

Sharon's edge is in knowing how to hold complex alliances together — aligning commercial sustainability with public health impact across the public, private, and government sectors. She holds a Ph.D. in Neuroscience from UCSF.

Our engagements are grounded in long-term relationships with the funders, implementers, and sector leaders we work alongside — almost entirely through referrals from people who know our work.
